Job Description

As a federal enterprise, GIZ supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ Dubai seeks to recruit the following position for their operations in Dubai/UAE (located in International Humanitarian City) JOB TITLE: “OPERATIONS COORDINATOR (HR)”
Responsibilities and Tasks
a) Work with Afghanistan’s Ministry of Finance (MoF) to • Support selection of key Afghan personnel including Board of Directors and Executive Board
• Assure correct accounting of shareholder capital including land, building, and equipment
• Develop and regularly revise MoF annual and quarterly project operating budgets
• Finalize company statutes and support company registration b) Work with Executive Board (EB), Board of Directors (BoD) and GIZ Project Team (ASPH) to
• Oversee preparation of Standard Operating Procedures (SOP), develop such procedures where appropriate templates do not exist at other Afghan state companies, and support BoD decisions for adoption of SOPS
• Prepare job s where they do not yet exist, add to existing templates for performance evaluations as needed, assist in the implementation of evaluations and train the Human Resource Director as needed
• Prepare or add to existing decision papers involving equipment operations and the mutual supervision of equipment by the Company and GIZ
• Advise on the establishment of an Equipment Repair and Replacement Fund that assures funding is available for continued Company operations, should financial needs not be covered by Manufacturer Guarantees
• Supervise and contribute to the implementation of a Management Information System (MIS) that supports the activities of the Departments for Human Resources, Accounting, Marketing, Procurement, Sales
• Support development of templates for Quarterly and Annual Reports, and assist in their preparation; train responsible directors as needed
• Support development of a budgeting and planning system by building on existing models
• Support preparation and implementation of staff training programs and assist responsible Company directors as needed
• Assist in day-to-day project and Company activities within the range of responsibilities of an Operating Manager Experience
• At least 10 years of LDC experience in the field of HR, respectively as financial analyst and/or accountant Education
• At least a Master degree in one of the following fields: Business Administration, Accounting, Economics, Public Administration or equivalent Qualifications
• Excellent analytical and organizational skills; capacity to translate abstract ideas into practical plans for action
• Excellent report writing and communication skills
• Ability to develop software in Excel or equivalent for accounting, budgeting, pricing, scheduling, and forecasting; capacity to work with financial software
• Willingness to work in Kabul, Afghanistan on regular trips of 2-3 weeks
• Familiarity with MIS, ERP, Procurement, and Marketing • Ability to work as part of a team to develop a company from the ground up through contributions to the Departments of Finance, Administration, Operations, and Services
